I will never complain about over-regulated Germany again! A simple barrier would have saved the man the bath, and the scooter wouldn't be a submarine now.

Yeah we do take public safety for granted. Europe invests a lot in public safety (food quality control, roadways, permit regulations for constructions/repairs, etc that all reduce accidents like this - they seem like nuisances from the other side but they are all there to protect the everyday person)

This still will not change. Only after someone dies and people protest they ll fix it. Until then, many more such death traps will stay ready.
